On July 9, German Chancellor Friedrich Merz declared that the diplomatic options to resolve the Russia-Ukraine war have been exhausted and reaffirmed Germany’s continued support for Ukraine. The statement was made during a budget debate in the Bundestag, where Merz addressed growing geopolitical threats and domestic political divisions.
“We must soberly assess the current threatening situation. We have important decisions to make. We will continue to help Ukraine, even despite the resistance of the pro-Russian right wing here in this parliament,” Merz said, directly referencing opposition from far-right parties in Germany.
Merz made it clear that Berlin no longer believes diplomacy can curb Russian aggression. In a sharp rebuke of the Kremlin’s actions, he stated:
“Diplomatic means and resources have been exhausted when a criminal regime openly questions the right of an entire country to exist, using military force, and seeks to destroy the political order of freedom across the European continent.”
He added that his government would use every available measure to defend European democratic values and ensure Russia’s military ambitions do not succeed.
The Chancellor’s remarks come as Germany prepares a new €1.9 billion military assistance package for Ukraine, confirmed in June by German Defense Minister Boris Pistorius. This aid is expected to include artillery, ammunition, and advanced defense equipment.
In parallel, Germany is engaged in ongoing negotiations with the United States to jointly supply Ukraine with Patriot air defense systems, seen as critical for defending Ukrainian infrastructure against continued Russian missile and drone strikes.
Merz also acknowledged the domestic political tensions surrounding Germany’s Ukraine policy. He criticized the far-right elements within the Bundestag for attempting to undermine Berlin’s commitment to Kyiv.
Analysts suggest that as the Russian war continues into its third year, public opinion and political pressure are becoming fragmented. Still, Merz positioned his government as unwavering in its resolve to uphold European security.
