The European Union Foreign Affairs Council has endorsed Ukraine’s Formula for Peace and will promote it globally.
EU High Representative Josep Borrell’s statement was published on the European Council’s website.
During a press conference in Luxembourg on 26 June following the EU Ministerial Council, Josep Borrell said that the European Union would continue global contacts to find lasting peace for Ukraine under the principles of the UN Charter.
“We have reaffirmed our support for the Peace Formula proposed by Ukraine, and we are looking for the widest possible support for it. It will be a big job for the European Service and for me to build support for Ukraine around the world, support for a just, fair and lasting peace”.

EU diplomacy chief added that 24,000 Ukrainian soldiers have already been trained as part of the EU military mission for Ukraine, and the EU is seeking to train 30,000 servicemen from Ukraine in total.
“Peace Formula” was presented in November at the G20 summit in Bali. Ukrainian President Volodymyr Zelenskyy presented a 10-point document and stressed that the Ukrainian “Peace Formula” is very clear.
“You all know what a terrible war Russia is waging against Ukraine. You all know how much we want to bring peace back. You have all heard what we are proposing for this. The Ukrainian formula for peace is very clear, and each of its points is absolutely elaborated”, Zelenskyy stressed.
The Ukrainian Peace Formula consists of 10 points:
- Radiation and nuclear safety.
- Food security.
- Energy security.
- Release of all prisoners and deportees.
- Implementation of the UN Charter and restoration of the territorial integrity of Ukraine and the world order.
- Withdrawal of Russian troops and cessation of hostilities.
- Return of justice.
- Countering ecocide.
- Preventing escalation.
- Fixing the end of the war.
On 29 December, Russian Foreign Minister Sergei Lavrov said that Russia would not talk to anyone based on the Ukrainian Formula for Peace.
On 21 May, Volodymyr Zelenskyy expressed a wish that the Peace Formula Summit be held in July when 500 days have passed since the start of the full-scale war Russia launched against Ukraine. No peace initiative to stop the war in Ukraine was successful so far, and the EU believes that Ukrainian Peace Formula might succeed.
EU approved new €3.5bn military aid package for Ukraine
Waiting before Russia stops attacking and invading Ukraine, violating international law, the EU strengthens military aid to Ukraine. The EU Foreign Affairs Council approved an additional €3.5 billion in military assistance to Ukraine. The funds will be allocated to the European Peace Fund.
High Representative of the European Union for Foreign Affairs and Security Policy added that now is the time to support Ukraine more than ever. And this is precisely what the EU will continue to do, Josep Borrell said.
